FCC Equipment Authorization Rules for video doorbell products

The Federal Communications Commission (FCC) is investigating whether certain connected video doorbell products sold on the Sears Marketplace comply with the FCC’s equipment authorization rules.  See https://docs.fcc.gov/public/attachments/DOC-401038A1.pdf.

In accordance with Section II.B of the Sears Marketplace Terms and Conditions, you are responsible for ensuring that products sold on the Sears Marketplace comply with all applicable laws including the FCC’s equipment authorization rules. 

By default, these items will be taken offline until information and documentation are provided. Please provide the below requested information and documentation or listing will remain offline for the devices at issue until you can confirm and demonstrate that such devices comply with the FCC’s rules.

Background.  Devices that emit radio frequency (RF) energy must be tested and authorized in accordance with the FCC’s rules and must comply with all applicable device identification, labeling, and user disclosure requirements, before they can be sold, advertised, or offered for sale in the United States or imported into the United States.  Specifically, under the FCC’s rules:

  • Devices that intentionally radiate RF must have an FCC equipment certification and must be identified by an FCC ID.  See 47 .C.F.R. §§ 2.925, 15.201(b).
  • Devices that unintentionally radiate RF are required to be tested and shown to satisfy the FCC’s Supplier’s Declaration of Conformity (SDoC) procedures.  See 47 C.F.R. § 15.101(a).
  • Each RF device must have a label identifying the FCC ID affixed to the product and satisfy the FCC’s other applicable labeling requirements.  See 47 C.F.R. §§ 2.925, 2.1074(a), 15.19.
  • The device and/or product packaging must include the consumer disclosures and certain compliance information required in the FCC’s rules.  See 47 C.F.R. §§ 15.21, 15.105, 2.1077

Compliance Information.  In order to demonstrate that the connected video doorbell(s) you have listed on the Sears Marketplace are in compliance with the FCC’s requirements, please provide us with the following information and documentation.  Items will not be listed on Sears.com until you can provide the information and documentation requested. 

  • Identification of the product, including name and model number, including a photo of the device and product and/or packaging label with this information.
  • Specify the FCC rules under which each device model is authorized (i.e., certified under equipment certification rules for intention radiators, tested under SDoC procedures for unintentional radiators, or both).
  • The name and address of the device manufacturer of the device.
  • The name and address of the importer (if applicable) and/or supplier of the device.
  • The FCC ID of the device and, as applicable, the FCC logo identified in 47 C.F.R. § 2.1074, including a photo showing that the appropriate label is affixed to the device.
  • A copy of the device user manual or other information statement supplied with the product that includes the compliance statements regarding the potential for interference and identifying a U.S. contact for the party responsible for FCC compliance, as required by 47 C.F.R. §§ 15.21, 15.105, and 2.1077.
